Luigi Miliani (Livorno, 17 settembre 1875 – Venezia, 19 novembre 1944) fu una delle maggiori personalità del mondo scacchistico italiano nella prima metà del Novecento.

Di professione ingegnere fece una brillante carriera che lo portò a diventare nel 1919 Ingegnere Capo del Genio Civile di Venezia e nel 1926 Presidente del Magistrato alle Acque, presidenza che mantenne fino al 1941, qundo andò in pensione.

Avviato agli scacchi dal suo concittadino Emilio Orsini, iniziò una carriera scacchistica sia a tavolino che per corrispondenza. Nel 1898 partecipò al primo torneo per corrispondenza dell’Unione Scacchistica Italiana e lo vinse.
Per motivi di lavoro si trasferì in Veneto e quindi a Venezia, dove strinse amicizia con Carlo Salvioli. Proprio assieme al grande teorico veneziano fu condirettore della “Nuova Rivista degli Scacchi” dal 1900 al 1903, sulla quale scrisse accurati articoli di teoria delle aperture.

Nel 1906 fu nominato maestro ad honorem dall’U.S.I., ma poi contemporaneamente conquistò il titolo sulla scacchiera arrivando quarto nel torneo magistrale di Milano.

Nel 1907 collaborò alla stesura della terza edizione del Manuale scacchistico del Seghieri Orsini, che successivamente rielaborò per intero nel 1915, poi nel 1922 e infine nel 1935. L’ultima edizione, di quest’opera classica di divulgazione del gioco, uscì con il titolo di “Il gioco degli scacchi” per i tipi della Hoepli nel 1954, aggiornata e ampliata dal figlio Giorgio Miliani (a sua volta funzionario del Ministero dei Lavori Pubblici e maestro di scacchi).

Fu fra i principali fautori della ricostituzione nel 1920 di un’organizzazione scacchistica nazionale. Fu quindi il primo presidente della Federazione Scacchistica Italiana e mantenne tale incarico, con una breve interruzione nel biennio 1924 - 25, fino alla sua morte.

Nel 1922 nell'incontro Italia - Svizzera  a Milano giocò in quarta scacchiera con il maestro M. Henneberger e lo batté per due a zero. Quell'anno a Varese stabilì il primo record italiano di partite simultanee: in cinque ore e 14 minuti di gioco giocò 50 partite vincendone 36, pattandone 10 e perdendone 4.  

Nel 1924 a Parigi fu tra i fondatori, a nome della FSI, della Federazione Scacchistica Internazionale, la F.I.D.E., e in quella occasione fu anche tra i rappresentanti italiani alle prime, non ancora ufficiali, Olimpiadi Scacchistiche.

Nel 1929 organizzò assieme ai soci del Circolo Scacchistico Veneziano, di cui era presidente, il primo torneo internazionale di Venezia e del Congresso della FIDE durante il quale fu varato il primo regolamento ufficiale del gioco degli scacchi.

Gli impegni di lavoro non gli permisero di partecipare assiduamente a gare nazionali e internazionali, tuttavia fu un maestro di buon livello e alcune sue partite sono di grande interesse.

Le sue opere e i suoi scritti nel campo dell’idraulica e dell’ingegneria civile furono di notevole valore. La sistemazione e l’ampliamento delle rive sul bacino di San Marco del sestiere di Castello furono sua opera: la Riva dei Sette Martiri fu costruita sotto la sua direzione negli anni Trenta.

Il suo ricordo al Magistrato alle Acque non è sbiadito se, ancor oggi, a Venezia un motoscafo del Magistrato porta il suo nome. Collocato a riposo nel 1941, ritornò con impegno ai prediletti studi scacchistici.

A disgraced chess Grandmaster faces a 15-year ban from the game after being caught pretending to be desperate for the loo so he could use a mobile phone to cheat.
Georgian champion Gaioz Nigalidze was expelled from the Dubai Open on Saturday after his opponent Tigran Petrosian, became suspicious about the amount of times he nipped to the lavatory.
A complaint followed and Nigalidze was challenged. Tournament organisers then found Nigalidze had stored a mobile phone in a cubicle, behind the pan and covered in toilet paper.
The device was found to be logged into Nigalidze's social networking account and had one of his games being analysed by a smartphone chess app.

After Saturday's match, Armenian Grandmaster Petrosian said: "Nigalidze would promptly reply to my moves and then literally run to the toilet.
"I noticed that he would always visit the same toilet partition, which was strange, since two other partitions weren't occupied.

"I informed the chief arbiter about my growing suspicions and asked him to keep an eye on Gaioz.
"After my opponent left the very toilet partition yet another time, the arbiters entered it.

The tournament's organisers announced their decision to expel Nigalidze on Sunday morning on their Facebook page.

It said: "A cheating incident was found during round 6 by Georgian GM Gaioz Nigalidze ... bravo to Chief Arbiter Mahdi Abdul Rahim for taking the complaint seriously and raising it to the Tournament Director.
"An electronic device was found in the toilet ... Full story with pictures to be published soon.”
British former world title contender Nigel Short said Nigalidze "should be stripped of his GM title and banned immediately" and called for FIDE, the game's governing body, to tighten up rules.

The incident follows a warning from British GM Daniel Gormally last month.
He refused to name any names but told the Telegraph he was suspicious about "improvement" some players have shown.
Allegations of cheating are rare at the top level of chess.
However, in July 2013 Bulgarian player Borislav Ivanov was suspended from playing for four months by his national federation.
It had been found most of his moves matched those of the leading computer chess analysis programs.
Two years earlier the French chess federation suspended three players, including the national team captain, after it was alleged they used mobile text messages, a remote chess computer and coded signals to beat the opposition at the 2010 Chess Olympiad.
